Description:
Learn to collaborate with DOC Victim Services and refer victims for assistance with corrections-related issues, including notification, restitution, VOD, CDVIP, and post-conviction release and safety planning.

About the Presenter
Tessa Mosher
Tessa Mosher (Director, Maine Department of Corrections Office of Victim Services) is responsible for victim notification, certification of the Maine Batterer Intervention Programs, and overseeing the MDOC Office of Victim Services. Duties include oversight of the victim services restitution program to ensure timely payments to crime victims, assistance in harassment complaints at MDOC facilities, oversight of victim safety planning meetings and victim notification prior to sex offender and domestic violence offender releases, and obtainment of input from and advocation for victims whose offenders are applying for supervised community confinement and furloughs. Tessa assisted in implementing the MDOC Domestic Violence program, updated media and funeral/deathbed policies to include the victim’s voice, and advocated for statute change to include victims with a protection from abuse order. She developed a victim-friendly guide to the Maine Court-ordered restitution to assist victims in the collection of restitution. She is a member of the Maine Victim Witness Advocates Association, the board of the National Association of Victim Services Professionals in Corrections, the child death and serious injury review panel, the Maine domestic violence and sexual assault commission, the Maine homicide review panel, the interstate compact on juveniles, the interstate compact on adults, and the restorative justice council. Tessa is an appointed member of the Juvenile Justice Advisory Group and Victims’ Compensation Board. Most recently, she was appointed to the Juvenile Justice Task Force. She has received the Guiding Light award from the Sexual Assault Crisis and Support Center. Tessa has worked with victims of crime for over 20 years between her experience as a Victim Witness Advocate and her advocacy at the DOC. She has a Criminal Justice degree, and a wide range of knowledge and experience within the criminal justice system and victim advocacy.
